It is called Operation Paperback. They encourage people to mail used books to troops overseas. Apparently almost any kind of book is wanted, except romance novels and salacious materials. They say you can send boxes of books at the cheap “book rate” from the US to US military personnel all over the world, and you only pay the domestic postage rate.
